Default Lug/Tension rod tuning issues......, PLEASE HELP!

hoping there is a gretsch guru in here.
recently purchased a gretsch catalina ash on the cheap!

having some lug/tension rod/head tightening issues.
it's happening on both sides of the drum, i can't tune ore even tighten the rod beyond what finger tightness would be, before the tension rod just simply feels stuck and will not go any further.

i forced a couple and broke the sleeves on a couple....naturally

so i started removing a few of the lugs to inspect the inspect the insides of the lugs. 1st one had broke, the metal on a 2nd one was cracking from the base to the narrower part of the sleeve.

i have spare parts and was able to replace the sleeve and put the lug back together. even with a different sleeve in the lug i can get the tension rod tight over the hoop, even remotely enough to start tuning.

WELL, if you made it this far I appreciate it......

hoops don't seem out of round.....

after closer inspection it looks like the tension rod is hitting the back end of the lug and thats why im not able to turn it. as it is grinding into the back side of the lug where channel for the screw is.

    i appreciate anyones's guesses here.
