This is a Yamaha Russ Miller Groove Wedge. It mounts to the lugs on the side of a snare drum. The RMGW (Groove-Wedge) is 19-ply Vintage wood hoop, cut to approximately 6 in. - 7 in. in length and mounts to the lugs on the side of a snare drum. This wedge creates a unique cross-stick, especially on smaller piccolo to sopranino snare drums where the smaller diameter makes it difficult to play a cross-stick. They sound fantastic, I will be ordering one later today!!

the nice thing about adding accents to your kit is that you do not have to pay for any name brand equipment if you are injinuitive (sp) or cheap. heck I have seen people take a trashcan and put a head on it. I am thinking about making octobons out of allumenium and steel pipe. you can cut pipe to different lengths and make sweet sounds, heck pull off a slipknot and steel a bear keg *dont steel it
                    ideas are endless

Well, I know that Gerald Heyward uses one on hit kit... maybe you can get a clip of him on drummer world.. I will see if I can find any... it sounds awesome! It was after seeing him perform with Rob Thomas that I geard it and just needed to know what it was so I checked out his specs and there it was... so, I got the exact same one... there are like 4 different effects ones.

                              Gong Drums

An early TAMA original, the Gong Bass Drum features a 22" head on a 20" shell with no bottom head. This design produces a sound with excellent sustain that's close in character to a concert tympani. The Gong Bass Drum utilizes a 7mm thick Starclassic Maple shell. The aluminum Rollaway stand in black finish offers easy yet secure positioning thanks to another TAMA original idea: Power Tower stand components. Available with Chrome shell hardware only.

Gong Bass drums are available in all the Starclassic Maple finishes.
GSB and SSB finishes will feature a fade rather than a burst.

Developed in conjunction with DW Drum artist Marco Minnemann, DW’s gong bass drum incorporates several design innovations and mounting options to better meet the needs of today’s progressive players. Featuring a 21” or 23” 10-ply undersized all-maple shell for increased projection, the gong bass drum is available in any of DW’s finish and drum hardware choices. The gong bass drum also comes equipped with two TB12 brackets that can be used to mount the drum on tom stands or a rack. Floor-tom style legs and brackets are optional.

The Odery Gong drum was developed for those who are looking for a fat, thuddy sound with plenty of attack. It is available in 14x20", 14x22" or in any other measure to meet your sound requirements.
and some more companies make them too, including Pearl (in the Masterworks line)
