I have a less expensive snare drum and the bottom worries me. The shell has been shaved in around the bottom wires and in return the resonate head dips down with it. Wouldn't this affect the tuning of the head?

What do you mean shaved in around the bottom wires? Doesnt sound too healthy.

A normal rim would be perfectly flat all the way around, but where the wires go, the wood has been cut down an 8th of an inch or so.

The dip you're referring is mostly likely what's called the snare bed. This is an area at either side of shell where the strainer/butt plate are fitted, which is flat, unlike the rest of the bearing edge, and is lowered, as you described. It's there to improve the response of the snares.

So no, it sounds okay.

If your still a bit confused, do what i did. I went to a music store and tried out too snares. One without the bed and one with. I found it noticably different.
