I brought my set over to my friend's house this one time and left my cymbals and stuff in his garage for a few hours, it was pretty cold, like 40 degrees...would that have an effect on the cymbals at all?

I dont think that tempature for a short period of time would hurt anything. If you buy cymbals online and they ship them this time of year, they are going to be freezing during shipping anyhow.

let cymbals adjust to the room temperature before you play them. If they come out of a warm car into a cold basement you need to let them sit for awhile. If they come from freezing cold into a warm temp, be ready to wipe off condensation and let them warm up for awhile. Slipknot is right (as always) in that 40 degree temp shouldn't hurt them at all, especially since they aren't permanently kept at that temp.

I'm set up in my basement, in cold New England winter temperatures. the other morning it was -13 degrees. The cymbals do fine, and I was told that they are fine until you put them in temperatures below zero. They're metal, and metal does fine with cold. The cold affects the drumset more than the cymbals, so as long as your drums are in warm enough conditions, your cymbals will be fine too.
might want to invest in a space heater.
