if you want crack, id go for brass! but if your budget is really tight, i suggest the steel snare..

You want crack at a very good price?

I own a Mapex Pro Series 13x3.5 brass piccolo and it is a killer! Believe me, this one's hard to beat...

Here's the link (then select Brass): http://www.mapexdrums.com/snares/pro_series.html.

I use a 13 x 3 Mapex Bird's Eye Maple Black Beauty Piccolo Snare as my main and it sounds sweet as hell!!! Got it new for 200 bucks but list is like 450 or so.

I don't know if they still have them on sale, but I got a Pacific 3x13 steel picollo last month from Guitar Center. With a little tuning, it sounded good enough to use as the main snare on a few of my band's CD tracks I just recorded. On top of that, it was $59....yes, $59.

However if it's not on sale anymore, it's comparable in price to the Pearl steel picollo, so I'd say go with the Pearl in that case.

This may sound a little bit far fetched but as for me
I bought a no-named steel pic from a friend for 30 bucks.
Changed the reso and batter and to my surprise, sounds
very good. Nice pop, dry, and a little bit of ring to my
liking.:) However, the brass pic from pearl is also very
nice. Don't own one but have played one. In the current
Musicians friend magazine (I think its current, if it isn't, its
the one before Christmas) they have a pic in there for
60 bucks (if you budget is really tight).

you could also try a 13x4 which are very poppy and cracky
