Is it normal for the rod to freely spin? i.e. the threaded connection in the middle is tight but the entire rod spins and never gets 'tight'.

Sounds like a thread may be stripped. See the attached .pdf file. The two rod sections screw together in a coupling nut (item D-1) and the lower rod section screws into the chain clamp (item I-4). There is also a set screw that might be loose (item I-4-B) but it sounds like the lower rod thread may be stripped. Pearl hardware has a three year warranty ...

Uh, no, that is not normal. I'd see if the threads are stripped. If they are, send it back.
